The corrupt officers did not like my husband reporting about their corrupt practices and other corrupt officers against whom my husband had not reported felt threatened by his honest and sincere efforts to tackle corrupt practices. Just to give an idea about his style of functioning I am giving below two of the circulars issued by him and given to the public under the Right to Information Act
Circular 1: Adoption of new techniques to improve Transparency.
Circular 2: Role and Responsibilities of Government Officers nominated as Directors.
Some examples of innovative methods to fight corrupt practices introduced by my husband are given below:
Using a leaflet to help redressal of grievances combining the Right to Information Act- This was put into practice until my husband's transfer for reporting repeatedly by my husband the corrupt practices of senior officers .
Using a leaflet to give information to the public to help them monitor the quality of work- This was used in the execution of more than 200 works. The information was also made available on the internet but the website has now been withdrawn. It would be interesting to know the persons behind this using the RTI Act. This measure alone saved more than 30% pilferage and improved the quality of works.
Please ask your Husband to go on Central deputation, its not worth being in this state and fight with corrupt politics.
If he cannot do it at the State level , nothing can be done at the Centre. Running away from the problem is

I have bribed once in my life to a Govt officer in Kerala to have him inspect my parents house to obtain a Corporation approval and address in Trivandrum. I was 14 years old and he might have been around 45 years. It was one of the most painful experiences in my life and I truly felt disgusted. Without paying the bribe, it was close to impossible to get them to inspect the property that was constructed per the corporation guidelines. I am glad that I had to opportunity to experience it at that young age and have never bribed since then.
To your question of fighting bribery in the State level, I agree that going to the Centre wouldnt make much of a difference. I am curios to know if there are other Civil Services employees in IAS, IPS, IFS, IRS etc. that have shown interest and worked towards cleaning up corruption? There is a famous IAS guy Raju Narayanaswamy from Kerala that fought it to an extend. I wonder if these IAS officers can start an initiative to fight against this together? Raju N Swamy I am sure would be willing to assist in this effort too.
I have seen many instances where my peers who have spent years trying to make it to the Civil services become as frustrated as your husband and I am sure they would be interested in working together with your husband and other civil servants towards this cause.

You are right..Going for central deputation is not an answer. We have to understand that the officers from state government are selected for central deputation and there is no gurantee that all central government officers are corruption free. Also if it is beleived that those on central deputation are corruption free or are efficent officers than it clearly means that those managing states are either incapable or are corrupt which is not true. The people managing state government should work according to Constitution of India. So Jaya's husban is very right by serving his home state and is fighting against his own corrupt and selfish bureaucratic fraternity.

Most of our citizens are apathetic. That is why our govt is so brazen in shielding corrupt officials and does not
prod our legislators to file their statement of assets and liabilities. The RTI is a weapon which can be used to
force govt to clean up. But I think it will take a few years for the citizens to recognise the weapon in their

Hi, I may have joined thius discussion a little late. but nonetheless what i want to write is still relevant.
The solution is not to go from one place to another in the hope that the new place will be less corrupt. I am currently in the centre and am right now facing what jayashree's husband faced/or is still facing in the state. In fact I am myself thinking of a change of place as it has become almost impossible to stay here. the harrassment of a whistleblower is just too much. however, i feel, change of place is not the solution, change of mindset, of both, the corrupt and the honest. the change of mindset for the honest is to think that we can make a difference by each individual fight and that it is not right to give up the fight. further, the honest need to support each other whenever the ocassion arises.the change of mindset needed for the corrupt is for them to realise that they are not invincible and they are not above law.

You are requested to please clarify the basic and prime information on Indian Seamen, which may be expected of by any enlightened citizen, to know of his countrymen, working with risks and sacrifices, out at sea? Indian seafarers: out at sea, and of those returned back to land, with their hard-earned leave, joining family after long separation, their near and dear ones, earning bread for their family and dependants, simultaneously earning foreign-exchange to the coffers of our nation's treasury, building national economy. Time frame for achieving various Statistical figures on seafarers? ie Revenue annually earned by seafarers, active seafarers outgoing and incoming, seamen injured while in active service and hospitalized, casualty onboard etc. Discipline need to be the watchword.
Though I have been making exposition of the deficiencies and defects in the system this had been another valid query raised. Appearing in "MARINEWAVES", but left ignored / neglected. Therefore, what is the criteria and control exercised basically on allotting an INDOS No.? this was my query*while the INDOS known from shipping directorate website, as an introduction of national database of Indian Seafarers venturing out at sea, on high risk employment. While that is the case:
How does INDOS serve the purpose, while it is not a fool-proof system (not covering all those Indians working out at sea). i.e.foreign-shipping Co's/and oil rigs etc. What is the difficulty, to cover those employed in foreign shipping companies, oil rigs etc. though they are issued with an Indian CDC, from the department or sailing on Panama, Liberian CDC etc? Hence, what is the control exercised by the Govt. of India, in the interest of Indian seafarers.
Why not a fool-proof INDOS system, in the interest of Indian seamen and the nation at large? Who has designed it, not taking into all the attributes? If outsourced, questions the Competence? Adding on:
1. Is their a Seamen employment and guidance bureau? For public interest and awareness.
2. Why the Seamen/Seafarers Club, continues to be handled by Surveyors while they claim shortage for their own primary work and why not this by a Welfare Officer who exists? CWO existed over 25 years ago. Why not centralized administration of seamen clubs and reviving welfare measures by a Chief Welfare Officer, when the strength of seafarers multiplied, by the increased Maritime Colleges, Institutions, Academies, Universities (Deemed), Indian Maritime Universities.
3. Do we not need to co-ordinate INDOS with CDC and Indian Passport, which should have been the basic step? For affective control.
4. Lacks practical approach or leaving loop-holes deliberately. Fake CDC and unrealistic quantitative value of CDC issued by the department, reporting of unfair pay scales on the other hand 3EO unfairly dismissed thrown out of service on medical grounds without legitimate dues even after 14 long years since SCI management have given their deaf ears, harassing the individual since he a whistle blower. Which was not expected in a Govt. of India Enterprise.
5. Are the above-said queries, enough evidence of systemic failures? Do they not reflect upon the poor quality of incompetent mariners inducted into the Shipping directorate of our nation, owing to lack of right publicity for competition on real merits, while kept in par with bureaucrats (the cream of national talents) in our national maritime administration? It's high time, the recruitment policy and practices are revived to streamline our national maritime administration.
INDoS has been implemented over eight long years, if the feedback itself is taken in good spirit, should have improved by now. INDoS No. makes no sense. Cleansing the existing system with a new vision would work wonders.
Hence, this is a clear case of corruption, incompetence and lack of long term initiatives. System itself being corrupt, as said in "Marine Waves". "Those who have the privilege to know, have the duty to act." Albert Einstein. 'Innovation comes from connecting with the best of minds' with the willingness to contribute, towards a pursuit to excellence.

Fight against Corruption is a fight of the good against the evil. And the good will always prevail and be victorious. What is needed is the right approach towards uprooting corruption. Pin-pointing some persons involved in Corruption would not help. Corruption is a chain reaction. It is like wheels entangled in one another like in a clock. If you try to stop just one wheel, then either the whole system will burst or you will get hurt. Instead of complaining, what we should do is introduce systematic improvements in the system that will automatically switch off the corruption mechanism.
To get a clue, we can take inspiration from world bodies like UN, IMF and World Bank. We can work in a fashion similar to theirs. We should observe how these organisations get policies of different countries changed through various measures. We can also approach United Nations to help the people of India get rid of corruption. A national Convention to Contain Corruption should be organised every 6 months. Various anti corruption non government organisations, and other elite social personalities should be invited in this convention and resolutions be passed such that those resolutions would gradually eradicate systematic loopholes in the system.
The Government and the judicial system should be forced to comply with these resolutions through various pressure techniques like media attention, support from various NGOs, support from world bodies, support from various socialist, communist and other opposition political parties. This concept needs to be developed. We should be confident that truth is all prevalent. Corruption is only a temporary affair which can be easily removed.
