I think the main problem is that humans are opportunists by nature, and corruption encourages benefit of the few at the cost of the many. Humans have learned that power is in networking for personal benefits. We do this as humans daily. Getting referrals from prominant members to be considered for a job over other candidates. How many clubs, committees, and lobby groups raise awareness for a specific group, for greater considered benefit?
The problem is that Government Resources are being squandered through corrupt practices, and the Government itself is promoting benefits for specific people and corporations.
The following has been sent to many Representatives in US Government. Dr. Dunn is attempting to promote the following system in the United States to eliminate all corruption in the USA. The intent is that the system will propagate to all nations and eliminate corruption globally.
Please forward to anyone you believe wishes to eliminate corruption. Please present this method for formal debate to improve upon its foundations.
Method to Ethically Enforce Elimination of ALL Corruption

We the People are consistently fighting the symptoms of corruption, not the core cause. The core cause is that corruption thrives in secrecy. Politicians ensure that secrecy prevails for them, yet use government resources for unethical control.
The country's National Security Agencies are out of control and needs to have State oversight and management; by all provinces. State elected doctors of science (matching State Representatives in number, but with no affiliation) with a certified background in ethical evaluation, would take the place of the corrupt management of judges currently authorizing wire taps and broad unethical monitoring.
This would allow the National Security Agencies to monitor ALL politicians and corporations for corruption. And identify organized crime systematically.
